Update Options.swift using the script for release/5.9 branch rdar://113646544
Previous 'makeOptions' commit is only for updating help-doc for 'load-plugin-executable'. Undo unrelated changes because we are stabilizing 'release/5.9'

release/5.9.0version of #1409 , update for swiftlang/swift#67835-load-plugin-executablecompiler option is the primary supported way of using macro plugin. SwiftPM uses this when developers use.macro()target. The help text should clarify the format and the semantics of the arguments.-h
