The Dev Services API changed (proposal, issue, blog).
This PR migrates the Quarkus Azure Service Bus extension to the new model.
As a new feature, the extension supports sharing the Dev Services between two Quarkus applications running in dev mode.
The PR does not add support for the compose services, this will be added in a follow-up PR.
