test(clusterloader2): add unit test for ConvertSampleToHistogram

Let's not close #572 with this PR as it's an umbrella tracking issue for covering all of CL2 with UTs. You can change the Fixes #572 to Updates #572 in the PR description

If we want to cover the ConvertSampleToHistogram function with UTs, let's use the table driven tests like other tests from this file. Additionally we should add a test case for multi-bucket sample set
