Delete Deployment manager configs for GCP

Resolves #1537

Description of your changes:
Deleted the Deployment manager configs since they are no longer used from Kubeflow v1.1 upwards.

Checklist:

• Unit tests have been rebuilt:
  1. cd manifests/tests
  2. make generate-changed-only
  3. make test

I'm waiting for a kubeflow member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
