Summary

2.541.1 backport PR build fails on Java25 / Windows with unexpected errors like 'The forked VM terminated without properly saying goodbye'

Reproduction steps

1. Run the Jenkins core build for pull request 26070
2. Wait for Windows job to abort as it did in builds 11, 10, and 9
3. Review the build log and confirm the unexpected messages

I would like to wait for #4939 to see if the problem re-appear, as we currently have detected issues in the way we setup the jenkins user in the Windows agents. It could have an impact on JDK25 usage if it relies on some user env. variables or user profile dir.
