Followup to #79989.
With this, all calls to compute diagnostics do as much on the host side as possible, and then call to oop to finally compute. At no point are any diagnostics-computated related things done on the host side (like creating CompilationWithAnalyzers). That's all in OOP.
There will be a mop up PR after this to remove some of hte lower level oop calls we no longer need.
