[Feature]: update go-ethereum to 1.16

go-ethereum has released 1.16, there are not much breaking change, easy to upgrade.

rebase go-ethereum custom changes on top of release/1.16, and change evm's go-ethereum dependency to it.

Work Breakdown

• cosmos go-ethereum fork: create new branch release/1.16, I'll open a PR to rebase the custom changes to it (https://github.com/yihuang/go-ethereum/tree/cosmos-1-16).
• update evm dependency to the forked release/1.16 fork.
