Respect user display setting on server for whether to show starred count #1027
Description
Since #951 the count of starred messages is always visible. In the webapp this being displayed is dependent upon a display setting in the server.
While there was some debate on whether to synchronize this setting for use in the server and other clients (see #design>unread messages starred count) this is likely a user setting we wish to respect from the webapp.
