Last stable version of ferry updates the normalize dependencies to ^0.10.0 making main no longer compatible.

Pull Request Overview
This PR updates the normalize package dependency constraint to allow version 0.10.0 and newer versions up to but not including 0.11.0, addressing compatibility issues with the main branch of ferry which has updated to use normalize ^0.10.0.
