Accomodate Extensions without `composer.json`

Extensions that are Core 1.3.x compatible (only) will not have a composer.json file and we must accommodate these extensions.

one solution I wondered about was to just force the extension to include the composer.json file as well as the zikula.manifest.json file but I am concerned that this may confuse the core into thinking it is a bundle and cause other problems. this would need to be investigated.

Due to a vendor problem with a pending fix, validation currently fails if no extra field is present.

I wonder if we should create and maintain our own fork for the json validator as @justinrainbow doesn't seem to be around or willing to merge the PR.
