Trackpad zooming on PDF no longer working

What happened?

Zooming with fingers on the trackpad doesn't work. It only works for a split second and then gets stuck, not zooming in or out any farther after that.

Expected behavior

Zoom in and out smoothly

Actual behavior

Zoom in and out only a tiny bit before no longer zooming

Steps to reproduce

Open a PDF on a laptop, use track pad to try to zoom in and out
