ydb cli update timeout

ydb cli has total update timeout 60 seconds. Total ydb cli file size is 130 mb and it takes time to get downloaded over mobile connections. 
If internet connection speed is lower 2 MB/s than you cannot update ydb cli.

Please support ydb update update over mobile connection.
