trying to update the tuist install and setup on CI in order to resolve PR build issues

latest tuist is changing and updating, asking to use an explicit
-x option on tuist generate in order to reference XCFrameworks
from cache

First cut didn't work, and in debugging, tuist has become a bit more localized, excluding the built framework earlier in CI from its options. Rather than dig through and figure out how to pass a local XCFramework into Tuist, I'm disabling it. We can always come back and re-enable it, and in the meantime we do have explicit swift testing using the library to validate usage that we can expand upon if desired.
