Tests related to Account Recovery API failing #16088

Describe the issue:
The following test cases are failing due to not returning the expected response content.
How to reproduce:
Following is how to reproduce one case.
- Start a latest IS pack
- Do a GET request to the following endpoint
https://localhost:9443/accountrecoveryendpoint/register.do?callback=https://localhost:9443/carbon/callback
The response body will be empty.
Expected behavior:
The HTML content for getting the username should be returned.
