Add the config capability to enable/disable the adaptive auth script supervisor

With wso2/carbon-identity-framework#3657 an adaptive auth script supervisor was introduced. Currently, it is enabled by default and doesn't have a way to turn it off. Therefore we need to have a config to enable/disable the supervisor.
