Avoid unnecessary JAR scanning for TLDs during the product startup

Following log getting printed multiple times during the startup.

[2021-01-26 16:25:43,342] []  INFO {org.apache.jasper.servlet.TldScanner} - At least one JAR was scanned for TLDs yet contained no TLDs. Enable debug logging for this logger for a complete list of JARs that were scanned but no TLDs were found in them. Skipping unneeded JARs during scanning can improve startup time and JSP compilation time.

Describe the improvement
Skip JARs that known containing no TLDs.

Steps to resolve,

1. Enable TRACE logging for org.apache.jasper.servlet.TldScanner class

Add following logger definition,

logger.org-apache-jasper-servlet-TldScanner.name = org.apache.jasper.servlet.TldScanner
logger.org-apache-jasper-servlet-TldScanner.level = TRACE

2. Start the IS server

3. Goto logs directory and execute following command
   egrep "No TLD files were found in \[file:[^\]+\]" wso2carbon.log -o | egrep "[^]/]+.jar" -o | sort | uniq | sed -e 's/.jar/.jar,\\/g' > skips.txt

4. Update tomcat.util.scan.StandardJarScanFilter.jarsToSkip= property (in repository/conf/tomcat/catalina.properties) to include the new jar list obtained in the previous step.

Becauses with jars that have text "jar" in the file name.
Ex: org.wso2.carbon.identity.developer.java-agent-0.5.10-jar-with-dependencies.jar

Above types jars, leads to entries like following in the skips.txt,
org.wso2.carbon.identity.developer.java-agent-0.5.10.jar,\-with-dependencies.jar
which need to manually corrected as,
org.wso2.carbon.identity.developer.java-agent-0.5.10-jar-with-dependencies.jar

Remove the version of jars and replace with * in order to resilient with version changes.
ie:
use org.wso2.carbon.identity.rest.api.user.totp.common-*.jar instead of org.wso2.carbon.identity.rest.api.user.totp.common-1.1.21.jar
