Update templates to not include transitive dependencies into WPILib #32
Description
Transitive dependencies of WPILib dependencies often cause issues with accidentally upgrading teams, and mismatched versions. We solve this in GradleRIO by completely ignoring the transitive deps, but it'd be nice to remove the transitive deps from the vendor dep side too.
