Add tcp socket server

Add TCP socket support alongside Unix domain sockets

Enables TCP mode via PGliteConfig(use_tcp=True) for compatibility with TCP-only clients environments. Maintains Unix socket as default.

Changes:

• TCP server option with configurable host/port
• Updated connection methods for both socket modes
• Added tests
