Model formats

The current charter states in its out of scope section:

This Community Group does not attempt to mandate a specific neural network or Machine Learning model schema or format. Other groups are expected to address these requirements of this evolving area.

Since there was some F2F discussion around exchange formats, this issue is to discuss related developments elsewhere to understand possible implications to the Web Neural Network API being developed in this group.

For example, NNEF and ONNX are two formats that represent neural networks with a goal to be interchangeable among inference engines and frameworks.
