Add an issue template for future features (distinct from shipping features)

We should capture feature requests for features that aren't shipping yet (for which we might be able to influence naming, descriptions, etc.) as distinct from existing, historic features.

I'd distinguish features as being shipped for less than 6 months or a year (existing), versus features not yet shipping (future features).
