Approving so I'm not blocking on @nicholascar 's schedule, but I do think one of the bibliography links should be revised. One revision suggested.

I'm assuming this is a functionality canary, to be removed when self-citations work in the future?

This PR adds a common list of specifications to all documents following the mecahnisms used by the RDF group.
Temporary links for all docs are use - GitHub, not W3C permalinks - until we actually have all the spec registered in SpecRef. Assumed SpecRef links are ready, commended out, here: https://github.com/w3c/data-shapes/blob/common-spec-elements/shacl12-common/specifications.html
