Reduce layout shifts with classic scrollbars #4877

Is your feature request related to a problem? Please describe.
With a browser with a classic scrollbar (non-overlay scrollbar), layout shifts happens when navigating between pages with/without scrollbars.

It'd be nice if these layout shifts can be avoided.
Describe the solution you'd like
Using the scrollbar-gutter property may work.
It didn't work for my site as the background of the space reserved by the property isn't able to be configured (the change I ended up with).
