We'd like to make a server side update to default to using a VTGate's cell alias for tablet selection when cells are not specified in the VStreamsRequest object in the gRPC call. In addition, to address potential performance concerns, we'd like to add local cell preference to the TabletPicker when specified.

VStreams use case. Similar behavior exists within the regular VTGate query execution flow.
