chore(deps): properly update deps in Cargo.toml

Summary

Dependabot PRs #1570, #1569 and #1568 incorrectly only altered Cargo.lock instead of also altering Cargo.toml. Running cargo check was causing these deps to be downgraded back to their original versions before those PRs.
