This PR enhances the visual clarity of action buttons on Block Type Cards by giving them a surface background color, following the same design pattern used in Content Type Designer Properties. This makes the actions more visible and distinct from card thumbnails and background colors.

Gives a background color to actions, same approach as on Content Type Designer Properties.
And then removes some unused CSS
