Rich Text Block data missing after v13 => v16 upgrade

Bug summary

I've updated my project from v13 to v16.

Everything works fine, except for the fact that the block data in my rich text fields appear to have disappeared.

I can see that the block data no longer exists in the RTE property values:

I haven't tried this on a clean install yet, but all I did was update my site from v13 to v16.

Sounds like something we'd certainly want to have a look at @OwainJ. Is there any chance you could share a replicable sample please? I.e. a 13 database that we could upgrade to see the problem and investigate as to what is going on.

Thanks @OwainJ - I've been able to replicate and think I've located the cause of the problem, which I've addressed in #20887. It'll be reviewed internally now and considered for including in an upcoming release.

Fixed via #20887 for 16.4 and 17.0.
