Block thumbnail blank when thumbnail is gone

Bug summary

Pickers show blank, (in older versions of umbraco the "item is in trash" would appear), leaving no way for editor to set a new content/media.

Specifics

Two use cases:
Case 1: In block thumbnail

/umbraco/management/api/v1/item/static-file?path=%2Fwwwroot%2Fmedia%2Fdeyda3wl%2Ftestimonials.png with response: [] (empty array)

Case 2: In plugin SeoToolkit Not found settings:

/umbraco/management/api/v1/item/document-type?id=195e27b1-32bb-49a9-90c6-5fdecf2fe875 with response: [] (empty array)

Steps to reproduce

Pick a content or media item. Delete page and media (and empty trash). You should now get a blank picker

Expected result / actual result

A warning that says content is removed, and a method to remove/replace content/media

I renamed the title of this one as there is other issue regarding the Content Picker referencing not existing items.
But there is a good point here to be investigated and fixed regarding the Block Thumbnail Picker.

The case of having trashed items in Content Picker is resolved:

I noticed a similar issue in Block Grid layout stylesheet, when physical file is missing.

It seems the umb-input-static-file component should handle invalid/missing file.

Probably something similar as with error state of e.g. block in Block List/Grid, when element type has been deleted.
