Integrate ReRoCC

ReRocC (Remote RoCC) is a ISA extension, communication protocol, and RTL implementation of a system which enables physical disaggregation of RoCC accelerators and software accelerator Muxing, all while preserving most existing interfaces for RoCC accelerators.
