Bump to latest rocket-chip

• Updates all peripherals to drop the TLRegisterRouter API (including NIC,blkdev,dsp-utils)
• Drops tsiHost, tsiHost is unused in favor of direct PC-as-host
• Drops VCU118-bringup with tsiHost
