Support multi-run of binaries

Ex: make CONFIG=SomeConfig run-binaries-debug BINARIES="hello.riscv goodbye.riscv test.riscv" LOADMEM=1

This is compatible with LOADMEM. the run/run-debug/run-fast targets, and make parallelism.
