Allocation change request: Displays error when no attributes are changeable #428
Description
When requesting a change on an allocation, if there are no allocation attributes marked as changeable on the allocation, an error is displayed. However, the allocation change request is submitted successfully. Currently unable to replicate in our dev or prod environments. This is only happening on new installations.
