Upgrade agentic workflows to gh-aw v0.50.7

Bumps the compiled daily-did-you-know.lock.yml from gh-aw v0.50.4 → v0.50.7.

Changes

• actions/setup SHA — updated to v0.50.7 commit (9cbca3cd9b) across all 5 job steps
• Copilot CLI — 0.0.417 → 0.0.419
• MCP Gateway — v0.1.5 → v0.1.6 (docker image + metadata)
• noop in safe-output tools prompt — was missing from the <safe-output-tools> block despite being registered in the config; caused safe-output workflow failures (fixed upstream in #18647)
• Header/metadata format — compiler_version field removed and version stripped from the generated-by comment, matching new v0.50.7 output format
