Is there a way to programmatically export a video of the gameplay or of animations? (E.g. for trailers, cut scenes, …)

You can use Ffmpeg to encode image to video file.

Cop46's solution to use FFMPEG is probably the most reliable. Sometime in the future I plan to investigate video encoding API in DX12/Vulkan to have video recording with the highest performance.
