Android app?

Is the Android app still up and running?
It's not downloadable from the Play store but the Github says it is.

That seems incorrect. The app doesn't support this year yet, but it should be listed on the Play Store. cc @nholo1332

Unfortunately, I only manage the iOS App Store deployment, so I can't confidently speak to the status of the published Android app.
