Switches from CommonJS to ESM Modules in order to use new
@octokitmodules that are ESM. Drops module mocking for@actions/tool-cache(CJS) which is pretty useless and a pain to convert.This should be a purely internal change with no impact on users given that the action already require Node 20, which supports ESM.
