Follow-up on #4055

The Tarantool release policy page is written in a blog style:

  • it uses the introduction wording: "new policy", "the policy changes ", "it replaces the old policy", and so on.
  • it explains the policy as a new thing
  • it compares the new policy to the old one in the first place

After almost three years for this policy in effect, such style seems outdated, and it's better to have this page written in the timeless style.

Important: additionally, the page doesn't explain the difference between end of life and end of support (see #3471). We should describe it explicitly.
