The default labels shouldn't be visible that early or super dark, but I'm fine with the So move both those logic changes to |

I'm using the cinnabar style in the StreetComplete app, with the
label-11.yamltheme. At present the housenumbers don't show up until zoomed in too far to be useful. This PR changes the house-numbers to show up (if specified in the theme) at z17, same as the building labels.
