This PR fixes an issue where some
@importat-rules had an emptylayer()attached at the end of the@importstring.We should only add that if a Tailwind directive or Tailwind import such as
@tailwind baseor@import "tailwindcss/base"preceded the current@importat-rule. If there was no Tailwind directive, thelastLayerwill be empty and we don't need to attach it to the@importstring.
