There's a long-standing bug in Chromium that incorrectly identifies 2-in-1 Windows PCs with external keyboard and mouse attached as having no "fine" inputs. Looks like Tailwind CSS 4 now relies on this "feature" which makes hover (and possibly other things) not work on projects using v4 on these PCs.
