Reading in land use grids #76
Description
Land use grids are not read in when OPTLANDUSE is set to 0.
Land use grids are only read in when OPTLANDUSE is set to 1, dynamic landcover, thus requiring the user add a datetime to the filename of each land use grid.
The static option should work when the user wants to use constant land use grids through out entire the simulation.
