Allow a subscript getter to return a non-Escapable type without an explicit
'@'lifetime annotation.
subscript(_ index: Int) -> Span {
get {} // OK
}
Fixes rdar://155976839 (Compiler crash when _modify is not specified for ~Escapable type)
