Swift releases API shows unavailable versions #962

Describe the bug
I created an issue for Swiftly but now know that the issue is related to the API on swift.org, but essentially I am getting releases from listReleases that is showing versions I'm not able to find download links for.
Expected behavior
The releases endpoint wouldn't return unavailable Swift releases.
