OpenAPI 3.x.y - Link.operationRef - completion should complete from all possible local Operations Objects

The scope of this issue is to implement completion for Link.operationRef field. The values should come from all local Operation Objects.

NOTE: when implemented, this will apply to OpenAPI 3.1.0 spec as well.
