OpenAPI 3.x.y - Link.operationId - completion should complete from all possible local Operations Objects

The scope of this issue is to implement completion for Link.operationId field. The values should come from all local Operation Objects that have operationId field defined.

NOTE: when implemented, this will apply to OpenAPI 3.1.0 spec as well.
