窗口拖动卡顿 #6859

Description of the bug
Version: Build 4200 满屏但不是全屏的时候 点击顶部 拖动 整个窗口 移动 ， sublime 会卡顿。 macOs 14 。
Steps to reproduce
nothing else .. open some chrome tab . pull some fold in sublime ..
Expected behavior
just test . if
Actual behavior
just test . didn't show it ,pass it . forget it
