[Documentation]: Add subsections to ngx-cookies introduction page

The `ngx-cookies` page needs to be divided into a `For business` and a `For developers` section.

- In the `For business` section, we explain that the cookies package is made as a quick and easy way to ensure GDPR compliant cookie handling
- In the `For developers` section we use the existing documentation
