Implement test annotations for use with PyPi test classes

Task Description

In continuation of #1105, #1199, we need to create similar annotations for PypiWheelTestArtifact and PypiTestRepository.

This is the master task for:

• Create a PypiTestRepository annotation #1305 : Create a PypiTestRepository annotation
• Create a PypiWheelTestArtifact annotation #1306 : Create a PypiWheelTestArtifact annotation
