Quest: Add numbers to allotment plots

I still wanted to discuss it with you before making a pull request.

The quest is limited to countries part of the "Office International du Coin de Terre et des Jardins Familiaux" because they are organised similary.
I limited the plotnumber to 5 chars, so that absurd large allotments with 1000+ plots are supported and there is still room for a letter, to get all the edge cases.

It is not really standardised, but most allotments just count up. I found some sources saying that larger allotments use a "way x, plot y"-scheme. I am not aware of examples of that, but I can imagine the ways being labelled in another tag or line, so the ref=* tag will still be used only for the plot number.

The other issue has already been raised by @paulklie. As the purpose of a plot number is not to potentially send mails to, i.e. has little purpose except maybe for new lesees to find their plot for the first time(?), the question is whether it will always be signed. Especially I imagine on smaller allotments.

As per your implementation, well, don't worry about that until it is determined whether this quest shall be included in StreetComplete in the first place. But if it is, the UI should be based on compose. See for example AddBusStopRefForm.

I can defiantly see some use for people trying to find plots of their friends / family. Though many allotments often have maps in the entrance which already shows this.

I have been invited to gettogethers on allotments a couple of times. They often have multiple entrances but only one plan of the allotment if any. Most of the time you need to ring up the host and then someone needs to go fetch the arraving people.

To the question if it will always be signed I would say yes! The contracting part of allotments is very strict. If you a signing the contract for your allotment it will have the associated plot number in it.

Interesting. I looked at the website of the "Office International du Coin de Terre et des Jardins Familiaux" and noticed, that Poland is not part of this society even tho Wikipedia says different https://www.jardins-familiaux.org. With you saying, that the plots in Poland do not have number it might the way to focus this quest only to countrys which are part of the Familiaux. (for real this time)

Additionally I think that this information can be very useful for firefighters and ambulances. They dont have time to look for a printed out plan somewhere on the property.

So, I am undecided but tend to lean towards that the information value is too low to ask this as a quest. Coupled with it potentially being spammy for allotment areas where they are not numbered.
However, since you already coded it, maybe you want to contribute it to SCEE instead?
