[feature request] make <.ipkg> optional for pack test

It would be handy if pack when not given an explicit package would look for a package in the current folder and use that. It would simplify scripts when doing continuous integration.

In our use case, students are given an .ipkg and an .idr Students edit the Idris source and then run pack test

This shouldn't be too hard to implement. Do you agree that it should look for an .ipkg file the test directory of the project?

Yes. I oversimplified. the student also receives test/test.ipkg among other files.

Sometimes it's called tests rather than test. Anyway, this approach is good only when there is no local pack.toml file. When it is present, for consistency with the current behaviour, I think, it should determine test ipkg file from pack.toml.
