[LocalBackup] Implement API for clients to call the backup and import (backend)

### Description

Implement:
- API for the user to "force" the back up (probably already exists)
- Make sure there is still an interval for the backup to happen every X minutes (since we're moving to a local backup, we can afford to make this happen more often)
- API to import a file and handle the backups
